Schedule A, Subdivision III, section 4, of the civil service rules, is hereby amended to read as follows:

  1. United States army transport service: Longshoremen employed by the department at ports in the United States; trade and noneducational employees in the Philippine Islands, and all employees on transport ships other than clerks.

    The transfer or promotion of any person brought into the competitive service by this amendment shall be subject to the civil service rules and the following limitations:

    (a) If he has had less than five years' service he may not be transferred or promoted to any position except upon passing the examination prescribed for such position; if his transfer is proposed to a position in the clerical grade, and is otherwise permissible under the rules, he may not be so transferred until he has passed the prescribed examination with the rating required for promotion to the clerical grade in the departments at Washington; if his transfer is proposed to a position other than clerical he may not be transferred until he has passed the prescribed examination with the rating required for original entrance to such position.
    (b) If he has had five years' or more satisfactory service he may be transferred to a position of no higher grade without examination; but he may not be transferred to a position of a higher grade without passing the prescribed examination for original entrance to such position, regardless of the length of his service.
