EXECUTIVE ORDER NO. 77
CREATING DISTRICTS AND NEIGHBORHOOD ASSOCIATIONS AND DEFINING THEIR POWERS, DUTIES AND RESPONSIBILITIES.
Pursuant to the authority conferred upon me as Head of the Central Administrative Organization by Order No. 1 and in connection with Order No. 3 of the Commander-in-Chief of the Imperial Japanese Forces in the Philippines, and upon recommendation of the Executive Commission, the following rules and regulations governing the creation of district and neighborhood associations and defining their powers, duties and responsibilities, are hereby promulgated:
