Links xwiki and the use of Template:Wikidata link

With so many components to which we would refer now having wikidata items, I am thinking that in the links section that we should be looking to update our guidance about crosswiki links, and getting people to instead use Template:Wikidata link rather than raw link to WP. This will then give us the requisite preferred linking and enables futureproofing against linkrot, and helps ensure that local links will always take priority over xwiki links.
