which would bring about the offence under section 3 above, the Ministry of Interior shall refer the matter to a Committee to be established by the Cabinet for examination and ruling. If it is found to be well-grounded, an opinion shall be rendered that the person be kept within a limited area for a term of not over ten years, and the Ministry of Interior shall have the power to give orders for the implementation of such opinion.

If the alleged offender is an alien, it is hereby required that he be dealt with in accordance with the Deportation Act, 131 RE.

Section5.The Committee under section 4 must be composed of judicial public officials, who shall be at least three in number in order to sit as a quorum. Their rulings shall adhere to the majority opinion.

Section6.A person who has been ordered to be kept within a limited area and has already entered the area as ordered may later request the Ministry of Interior to consider revoking such order after he agrees to guarantee that—

  1. he will cease to be hostile to the administrative regime under the Constitution;
  2. he will wholeheartedly propagate and support the administrative regime under the Constitution.
