When a Bill has been read the Ibid. fecond time, and open’d, any Member may move to have it a- mended, but muft fpeak bur once to it ; and therefore muft take all his Exceptions to it , and every part of it, at one time; for in the Debate of a Bill no man may fpeak but once the fame day, except: the Bull be read more than once that day, and we he may {peak, as often as it is read. :
