He was educated in the academy at Fairmont, W.Va.; and in 185960 was a student in the law department of the university of Virginia. In 1891 he received the degree of LL.D. from the university of West Virginia. In 1862 he was admitted to the pracof law; and in 1863-68 was prosecuting attorney. In 187273 and 1875-76 he was a member of the Virginia state legislature. In 1877-88 he was judge of the second judicial circuit of West Virginia. In 1889-93 he was governor of West Virginia.
