LIST OF THE MINORITY.
91

Peel's tendencies on commercial questions. Of course the country gentlemen will dislike it on that very account. Mr. Gladstone's name. is regarded by them as almost synonymous of free trade; and very unpalatable to them it consequently is. And the appointment, therefore, is the best possible evidence of the very little account which Sir Robert makes of his supporters, and of his determination to follow his Own course, in spite of their discontent. He has marked his reliance on Dr. Gladstone at the risk of offending powerful and jealous competitors. For, in the ordinary course of official information, both Lord Granville Somerset and Lord Lowher may be regarded as having had prior claims to & seat in the Cabinet. The preference of Mr. Gladstone 13, therefore, a mark not only of the superior estimation in which his abilities are held by the Prime Minister, but of the adoption of his commercial policy by the Cabinet."
