Making the aggregate average of the six weeks 49s. 11d. so that by Peel's bill of 1842, which, according to its author, had not yet bad a sufficient trial, there could not be imported a single quarter of wheat, without the payment of a duty of twenty shillings. I subjoin his scale to show by what a slow process the duty would be reduced until it Ceased when a famine price should be reached, and place beside it Wellington's scale of 1828:—
