(c) has, before or during the control period, undergone a test to determine whether he or she is infected with COVID-19 and the test result is pending or uncertain; or
(d) at any time during the control period appears to the specified person to be or have been exposed to the risk of becoming infected with or a carrier of COVID-19;

"control period" means the period between 26 March 2020 and 30 April 2020 (both dates inclusive);

"COVID-19" means the infectious disease known as Coronavirus Disease 2019;

"place of accommodation", for an individual, means —

(a) the individual’s residence in Singapore; or
(b) any other place of accommodation of the individual in Singapore;

"specified person" means the Director or any police officer, immigration officer or Health Officer.

Stay orders

3.—(1) A specified person may, for the purpose of preventing the spread of COVID-19, order any at-risk individual to go to a place of accommodation specified in the order and not leave the place of accommodation for a period (not exceeding 14 days) specified in the order.

(2) Any individual who is issued a medical certificate by a medical practitioner with a valid practising certificate, certifying that the individual has acute respiratory symptoms must not leave the individual’s place of accommodation for a period of 5 days starting on the day the medical certificate is issued.

(3) Subject to paragraph (4), an individual who, without reasonable excuse, fails to comply with an order under paragraph (1) or contravenes paragraph (2) shall be guilty of an offence and shall be
