II. And be it further enacted, Tiiat the Commiffioners which fhall be fo appointed, fliall have Power and Authority, and are hereby impov/ered and required, under their Hands and Seals, or under the Hands and Seals of the major Part of them, from time to time, to licenfe all fuch Perfons, who from and after the faid four and twentieth Day o^Jiitie one thoufand feven hundred and fifteen, at any Time or Times within or during the faid Term of thirty-two Years, fliall drive or keep any Hackney Coach or Coach Horfes within the Cities o{ London and Wejbninfter, or the Suburbs of the fame, or within the Parifhes comprized within the Weekly Bills of Mortality; and the Number of all Hackney Coaches fo to be licenfed, fhall not, at any one Time, within or during the faid Term, exceed eight hundred; and upon every of the faid Licen- ces, there fhall be referved and made payable unto her Majeily, her Heirs and Succeffors, the Weekly Sum of five Shillings of lawful Money oLGrcat Britain, to be paid monthly from the Commencement of every fuch Licence, during the Continuance thereof refpeftively witiiout any Deduction or Abatement for any Matter, Caufe, or Thing whatfoever, with fuch Covenants, Conditions, and Provifoes therein to be inferred, for the more effectual Payment thereof, as the faid Commiflioners, in their Difcretions, fhall think fit. . III. And it is hereby enabled by the Authority aforefaid. That the Commiflioners for licenfing and re- gulating Hackney Coaches nov/ being, and the Commiflioners for licenfing and regulating Hackney Coaches for the time being, or the major Part of them, fhall have Power and Authority, and are hereby impowered and required, under their Hands and Scab, or the Hands and Seals of the major Part of them, to licenfe all fuch Hackney Chairs, which from and after the four and twentieth Day of j'wne one thoufand feven hundred atid eleven, at any Time or Times within or during the Term of thirty-two Years from thence next and immediately enfuing, fliall be kept and ufed for Hire, within the faid Cities oi London and Weft- minjrey, and the Suburbs thereof, and within all and every the Pariflies and Places comprized within the Weekly Bills of Mortality ; and that the Number of all fuch Chairs fo to be licenfed, fliall not at any one Time, within or during the Term laft-mentioned, exceed two hundred ; and upon every one of the faid Licences, fo to be granted, for keeping and ufing for Hire an Hackney Chair, there fhall be referved and payable to her Majefty, her Heirs and Succeffors, the annual Sum of ten Shillings of lawful Money of Great Britain, to be paid quarterly, at the four moft ufual Feafts in the Year, by equal Portions, during the Continuance of every fuch Licence for a Chair, with fuch Covenants, Provifoes, and Conditions, for the more effedual Payment thereof, as the faid Commiflioners, in their Difcretions, fhall think fit and rea- fonable ; the firfl: of the faid quarterly Payments to begin and to be made at fuch of the faid Feaft Days as fliall next happen after the granting of every fuch Licence for a Chair refpecSively. IV. And be it further enafted. That from and after the faid four and twentieth Day oijune which fliall be in the Year of our Lord one thoufand feven hundred and fifteen, during the faid Term of two and thirty Years from thence next enfuing, no Perfonor Perfons fhall prefume to drive, or lett to Hire, by the Hour or Day, or otherwife, any Hackney Coach, or Coach Horfes, within the Cities of London or Weftmiiifter, or Suburbs of the fame, or within the Pariflies or Places comprized within the Bills of Mortality, without fuch Leave or Licence firfl: obtained from the faid Commiflioners, as aforefaid, upon Pain to forfeit«Jvr every fuch Ofirence, the Sum of five Pounds ; and that from and after the faid four and twentieth Day of June one thoufand feven hundred and eleven, during the faid Term of thirty-two Years from thence next enfuing, no Perfon or Perfons fliall prefume to carry for Hire, in any Hackney or common Chair, any Per- fon or Perfons whatfoever, within the Cities of London or Wejiminjier, or the Suburbs of the fame, or within any of the Pariflies or Places comprized within the Weekly Bills of Mortality, without fuch Li- cence to be firft obtained for fo doing from the faid Commiflioners, as aforefaid, upon Pain to forfeit, for every iuch Offence, the Sum of forty Shillings ; and that no Horfe, Gelding, or Mare, to be ufed with any Hackney Coach, fhall be under the Size of fourteen Hands high, according to the Standard ; and that every Coach and Chair refpeflively, fo licenfed, fliall have a Mark of Diflinftion, by Figure or otherwife, as the faid Commiflioners fliall think fit, and the faid Mark fhall be placed on each bide of every fuch Coach and Chair refpedtively, in the moft convenient Manner to be taken Notice of, to the end that they may be known, if any Complaints fhall be made of them; and that if any Perfon fhall be licenfed to keep more than one ITackney Coach, or more than one Hackney Chair at the fame Time, every one of them fliall have feveral Figures or Marks of Diftinction, in the fame Manner as if they did belong to feveral Per- fons; and that no Perfon fhall put the fame Figure or Mark of Diftinftion upon his Coach or Chair that is appointed for any other Coach or Chair, or fliall blot oiit, obliterate, alter, or deface the Figure or Mark of Diftinction appointed by the faid Commiflioners for his Coach or Chair, under the Forfeiture of five Pounds for every of the Offences laft-mentioned ; one Moiety whereof fliall be to the Informer, and the other Moiety to the Ufe of her Majefty, her Heirs and Succeffors ; and the faid Commiffioners for regu- lating and licenfing Coaches and Chairs, are hereby required, in the firft Place, to licenfe all fuch Perfons as have been ancient Coachmen, or ancient Chairmen, cr the Widows of any of them, unlefs they fliall negletS or refufe to take fuch Licences upon the refpeflive Terms hereby allowed, within a reafonablc Time to be limited by the faid Commiflioners, not lefs than twenty Days. V. And be it further enacJted, That if any Commiflioner fo appointed, fhall grant Licences for more than the Number of eight hundred Hackney Coaches, or two hundred Chairs, to be in being at any one and the fame Time, he fliall forfeit, for every fuch Offence, one hundred Pounds, to be profecuted and re- covered by any Perfon who will fue for the fame, by Aftion of Debt, Bill, Plaint, or Information, in any of her Majefty's Courts of Record at WeJ^miyJier, in which no Effoin, Pi'otedlion, Wager of Law, or more than one Imparlance fliall be granted or allowed.
