' XXVir. And to prevent fuch Doubts as may arife touching the Allowance for prefent Payment of the ' Stamp-Duties charged by this and the faid other Arts;' it is hereby further declared and enafled by the Au- thority aforefaid. That there fliall be allowed and paid to eve:y Perfon who fhall at any one Time bring ta bcllamped, or buy of the faid Commiffioners, Vellum, Parchment or Paper, the Duties whereof, doubly or trebly charged by this and the faid other A£rs, fhall in the whole amount to ten Pounds or upwards, after the Pvate of fix Pounds in the one hundred Pounds per Annum^ for fix Months, upon the prefent Paymtnt. of the faid Duties, at the Head-Office for marking or ilamping of Vellum, Parchment and Paper. XXVIir. And be it further enafted by the Authority aforefaid, That all Powers, Provifions, Articles, Claufes, Pains of Death, and other Penalties and Forfeitures, Matters and Things, prefcribed, appointed or contained in or by the faid A£t of Parliament made in the faid ninth Year of the Reign of his faid late Majcily King William the Third, or in any other Aft of Parliament relating to the Duties thereby char- ged, or any of them, which are now in Force, and not hereby altered or otherwife provided for, fliall, in the fame Manner and Form as they now ftand in Force, with relation to the faid Duties, or any of them, charged by the faid AiSf of the faid late King William, be of full Force and Effect with relation to the faid Stamp-Duties hereby charged, and every of them, during all the faid Term of two and thirty Years, and fliall be applied, praiSifed and executed, for the fecuring, raifing, levying, colledling, executing, an- fweringand paying the faid Stamp-Duties hereby charged, according to the true Intent and Meaning of this A6t, as fully, to all Intents and Purpofcs, as if the fame Powers, Provifions, Articles, Claufes and Things, and every of them, had feverally and refpeftively been particularly enacted in this Aft, with relation to the Stamp-Duties hereby charged, and as if the Stamp-Duties hereby charged had been charged by the faid Kt of the ninth Year of his faid late Majefty's Reign. XXIX. And to the End all the fiiid additional, or new Duties upon Sope and Paper, and upon certain Linens, Silks, Callicoes and Stuffs, and upon Starch and exported Coals, and upon ftampt Vellum, Parch- ment and Paper, before granted by this Aft, may be certainly and duly raifed, and the i'ame (except the necelTary Charges of executing this A6t) may be julily and duly brought into the Receipt of the Exche- quer, according to the true Meaning hereof; it is hei'eby enacT-ed by the Authority aforefaid. That from Time to Time, during the Continuance of this Adl:, there fliall be appointed fuch and fo many Commif- fioners and Officers, as fliall be proper and n. cedary for the managing, raifing, collefting and paying the fame Duties, and for keeping and rendring the Accounts of the fame; and that the Commiffioners and Of- ficers concerned therein fhall perform their feveral Duties in relation to the Premiffes, as to them refpeftively fliall appertain, under fuch and the like Penalties, Forfeitures and Difibilities, for any Offence or Negle£l therein, or for detaining, diverting, or mifapplying any Part of the Monies arifing by the fami^ Duties, or any of them, as are prelcribed, and to be inflicted by Virtue of an Aft of Parliament made and paiTed fn the ninth Year of the Reign of his late Majefly King William the Third, intituled. And whereas a Proclamation was iilued by their late Majeflies King William and Queen ' ' Mary, in Purfuance of an Aft of Parliament made in the fifth Year of their Reign, intituled, Jn ASi towards Proclamation in Piufn?iice of 5 & 5 W. & M c. 21. to be deemed a fufH- cient Publica- tion of the fe- veral Stamps. Claufe to in- dem;ijfy Ma- ilers and Ap- pieatices. the fame Types, Devices, Marks, or Statnps have been ufed for the {lamping or marking of Vellum, ' Parchment and Paper, in Purfuance of the faid fubfequent Afts of Parliament, which were provided and ' ufed in Purfuance of the faid firfl Aft, and publiihed by the faid Proclamation; but no Proclamation was ' iffued in Purfuance of the faid fubfequent Aft's, or any of them; whereupon fome Doubts have arifea ' whether the faid Types, Devices, Marks, or Stamps, ought not to have been again publiflied by Procla-

' as the 1 ypes, Devices, Marks, or Stamps provided for the Duties fo continued :' For removing whereof. Be itcnafted and declared by the Authority aforelaid. That the Types, Devices, Marks, or Stamps, pro- vided in Purfuance of the faid firft mentioned Aft, fliall be deemed, taken, and made ufe of, as the Types, Devices, Marks, or Stamps provided in Purfuance of the faid Afts for continuing the faid Duties, and every or any of them, until other Types, Devices, Marks, or Stamps, fhall be provided and publiflied by Pro- clamation, in Purfuance of the fame Afts, or of one of them; and that the faid Publifliing of the faid Types, Devices, Marks, or Stamps, by the faid Proclamation, in Purfuance of the faid firit mentioned Aft for granting the faid Duties, fhall be deemed and taken to be a fufficient Putlifliing thereof, as well for and in refpeft of the Duties granted by that Aft, as for and in refpeft of the Duties on Vellum, Parch- ment and Paper, which have been fince granted or continued by any other Aft or Afts of Parliament relating thereto; any Thing in the faid Afts, or any of them, to the contrary hereof in any v/ife not- withllanding. ' XXXf. And whereas feveral Perfons, who have, fince the Commencement of the Rates or Duties upon ' Moiiies given, paid, or contrafted for with Clerks and Apprentices, taken Clerks and Apprentices, and ' received and contrafted for Sums of Money, with or in refpeft of the taking of futh Clerks and Ap- ' prentices, have, through Negleft or Inadvertency, omitted to pay the feveral Rates and Duties payable ' in that Behalf, or to caufe to be inferred ^he Sums of Money ib given, paid, or contrafted for, with or ' in refpeft of the taking of fuch Clerks and Apprentices, in the Contrafts or Indentures relating thereto, ' and
