"^ fufiicient Lighter or Lighters to take any Ballaft from any fuch Ship or Veflei, according to the true " '^ -^ Meaning of this A<51, within the Space of three Days after any fuch Application or Demand fhall be made to them for that Purpofe; then, and in every fuch Cafe, the faid Corporation fhall forfeit and pay, for every fuch Refufal or Negle6l, the Sum of fifty Pounds ; unlefs fuch Refufal or Negleil fliall be occafioned by frolty or tempeftuous Weather, preventing fuch Lighter or Lighters from being navi- gated to take away the fame ; to be recovered by Action of Debt, Bill, Plaint or Information, in any of his Majefty's Courts of Record at IVe/imin/ler, wherein no Effoin, Protedtion or Wager of Law, and no more than one Imparlance fhall be allowed ; one Moiety of which Penalty fhall be applied to Application of the Pe- the Ufe of the Poor of the Parifh or Place where the Ofience fliali be committed, and the other "^'^/' Moiety to the Perfon who fhall fue for the fame. And be it further enafted by the Authority aforefaid, That the Owner or Owners, Mafler Corporation to be paid or Commander of every Ship or VefTel, out of which any Ballaft fliall be taken by any Lighter or^J. per Ton, for Ballafi VefTel belonging to the faid Corporation, fhall pay to the (M Corporation the Sum of fix Pence /^^r |^-^'°J^J^ '"'" ^"'= Ton, for every Ton of Ballaft which fhall be received by the faid Corporation out of any fuch Snip '^'^ ^^" or Veflei, within the Space of twenty-four Hours after any fuch Ballaft fhall be carried away from or out of any fuch Ship or Veflei, by the Ballaft-men, Servants or Agents of the faid Corpora- tion ; which Money, when received, fhall be applied and difpofed of for the Ufe of the Poor of the faid Corporation ; and in cafe of Nonpayment thereof, the fame may be recovered for the Ufe afore- faid, by Action of Debt to be brought in any of his Majefty's Courts of Record -s^tWeftmhiJler^ in the Name of the faid Corporation, againlt any fuch Owner or Owners, Mafter or Commander of any fuch Ship or VelTel. And be it further ena£ted by the Authority aforefaid, That if after the faid twenty-fourth Penalty of unloading Day oi'June one thoufand feven hundred and fifty-nine, any Ballaft, of any Kiind or Denomination Ballaft otherwhc than ij whatfoever, fhallbe unloaded, put or thrown out of any Ship or VelTel, into the River Thames^ or'^i'^c^tdbythis Adt, 5!,'. be unloaded, laid or put on any Shore, iGround or Place, below the High Water Mark in the faid River, then, and in any fuch Cafe, the Mafter or Commander of every fuch refpeftive Ship or Vef- fel from or out of which any fuch Ballaft fhall be fo unloaded, or put on any fuch Shore, Ground or Place as aforefaid, on being thereof convided in the Manner by this A£l prefcribed, fliall forfeit and pay for every fuch Offence the Sum of five Pounds. XI. And be it further enabled by the Authority aforefaid. That if any Perfon or Perfons fhall, and of unloading or - at any Time or Times after the faid twenty-fourth Day of June one thoufmd feven hundred and throwing Rubbiih, &e, fifty-nine, unload, put or throw, into the faid River T/f'^/m, any Rubbifti, Earth, Afhes, I^irt or ^j^P'^^'^^y^c into t'h« Soil, from any Wharf, Quay or Bank, adjoining or near to the faid River Thames^ or from or out Ri^gr, 40s.' of any Barge or Lighter; any Perfon fo offending, and who fhall be thereof convifted in Manner Tjy this A(St prefcribed, fhall forfeit and pay for every fuch Offence the Sum of forty Shillings. . * XII. And, to the Intent that no greater Qiiantity of Dung, Compoft, Earth or Soil, may be ' delivered or put on board any Coafter or Collier, as or for Ballaft, than is allowed of by this A61-, ' and that if any greater Quantity thereof than v/hat is fo allowed of fhall be put on board any Coafter or Coafters, Difcovery may be made thereof;' Be it further enacted by the Authority ing or near to the faid River Thames and that all Dung, Compoft, Earth or Soil, which, after the Lighter, and from thence faid twenty-fourth Day oijune fliall, in purfuance of this A61, be delivered or put on board any delivered on board the fuch Coafter or Collier as or for Ballaft, fhall be taken from the Layftail, Wharf, Quay or other Coader or Collier. Place on Shore, whereon the fame fhall lie, and therefrom fhall be carried to every fuch Coafter or Collier, in and by fome Lighter, Barge or Veflei, which fhall be weighed, marked and numbered, as by this A61 is directed, and fhall be delivered or put on board fuch Coafter or Collier from fuch numbered and marked Lighter, Barge or Veffel only, and not in any other Manner : And if any o" Penalty of 5 1. Ptrfon or Perfons fhall oftend in the Premifles, he or they, on being thereof convicted as by this Ad: is direiled, fliall, for every fuch Offence, forfeit and pay the Sum of five Pounds ; one Moiety Application thereof,. thereof to the Informer, and the other Moiety thereof to the Treafurer or Treafurers of the faid Corporation of the Trinity Houfe., for the Ufe of the Poor of the faid Corporation. ' XIII. And whereas great Quantities of Rubbifli, Earth, Sand, Afhes, Dirt, Filth and Soil, ' are frequfenly put or thrown into the Streets, Lanes and Common Paffages, of the City of Lon-

- mon Paflages, their Servants or Labourers, and alfo other Perfons, do frequently fweep or put
- Rubbifh, Earth, Sand, Afhes, Dirt, Filth and Soil, into the Kennels or Channels in the faid
- Streets,^ Lanes and Common Paflages, and by Means thereof, fuch Rubbifh, Earth, Sand, Afhes,
- Dirt, Filth or Soil, or Part thereof, are frequently carried or forced down into the faid River of
- Thames., to the manifeft Prejudice of the faid River, and the-Navigation thereof, as well as to the
