WHEREAS by an A£l made and pafled in the nineteenth Year of the Reign of his pre- fent Majefty, intituled, yf« Aa more effeSiually to prevent the Frauds mid Abufes committed in the Admeafurement of Coals within the City and Liberty of Weftminfter, and that Part of the Dutchy of Lancafter adjoining thereto^ and the Jeveral Parijhes of Saint Giles in the Fields, Saint Mary le Boiii and fuch Part cf the Parijh of Saint Andrew, Holborn, as lies in the County of Middlefex; it was enadted. That from and after the twenty-fourth Day of September one thoufand feven hundred and forty-fix, there fhould be cre£ted and continued within the City and Liberty of JVeJlmirJier one publick Office, to be called by the Name of The Land Coal Meters Office for the City and Liberty of Weftminfter ; and which flioukl, from time to time, be managed by two Perfons to be nominate"! and appointed by his Majefty, his Heirs and Succeftbrs, and to be called and known by the Name of The Principal Land Coal Meters for the City and Liberty of Weftminfter ; and divers Fees, Rules Orders, Powers, Authorities, Penalties, Puniftimenls, Forfeitures and Provifions were thereby given, granted, made, eftabliflied, prefcribed and direded to be levied and inflicted refpe<5tively for the better inforcing and carrying the faid ASi. into Execution for the Purpofes therein men- tioned ; and which were to continue and be in Force for three Years, from the twenty-fourth Day oi September one thoufand feven hundred and forty-fix, and to the End of the then next Sef- fion cf Parliament: And it was thereby, amongft other Things enaded and provided. That if the Driver of any Cart loaded with Coals, or any Perfon belonging thereto, or imployed therewith fhould deliver or fuffer to be delivered or taken from fuch Cart, any Coals under his Care, other- wife than to or for the Ufe of the Owner or Owners thereof, and fhould be convitfled'of fuch Offence, he fhould for every fuch Offence forfeit and pay the Sum of five Pounds : And it was thereby further enacted and provided, That if any Perfon or Perfons fhould be diifatisfied with, or think himfelf or herfelf aggrieved by or in the Meafure of any Coals, under or by virtue of the faid A6t, the fame Coals fhould, either upon acquainting the Seller of fuch Coals, or the Carman driving or leading the fame, at any Time during the Delivery thereof, and before the Carman fhould be difcharged thereof by the Confumer, or his, her or their Agent or Agents, be remea- fured either in the Prefence of a Sea Coal Meter, from the Sea Coal Meters Office in the City of London^ or one of the Meters or their Agents, appointed in purfuance of the faid Acl:, for which there fhould be paid four Pence for every Chaldron, and no more; and in cafe the Coals fo to be rcmeafured, fhould not amount to the Meafure for which they were originally fold and mcafured, the Sellers of fuch Coals are thereby refped^ively made liable to the Penalties and Punifbments thereby inflicted, to be recovered and applied in Manner therein mentioned ; and that from and after Notice fhould have been given in Writing of any fuch Di(fatisfa6tion or Grievance as afore- faid, to the Seller of fuch Coals, or to the Carman leading or driving the fame, and whiift fuch Coals fhould fo remain in their or cttx of their PoftcfTion or Power, fuch Seller or Carman, in whofe PoficlTion or Power fuch Coals fliould be at the lime of fuch Notice, fhould not leave or depart from the Cart in which fuch Coals fhould have been laden, but that he and they fhould rim:iin with the fame, and take all pofTiblc Care both of the Coals and Cart, till a Meter or Me- teis, appointed in purfuance of the faid Adt, could he procured to rcmcafure fuch Coals ; and they are thereby refpedtively required, from time to time, with all convenient Speed, on Notice for that Purpofe to be delivered or left at the faid Office in Writing in any of the Office Hours-, to attend for that Purpofe: And whereas the faid Act of Parliament (having by Experience been touuJ ufcful aiid beneficial V/ithiii the City aad Liberty of IVtjlminJier^ and the other Places and 3 * Limits Preamble, reciting A£t J9 Geo. 2. c. 35.
