middle classes generally, there seems to be no reason why they should not pay for the education of their children at cost price; but there are many exceptions, and the legitimate use of all eleemosynary aid seems to be to meet special cases of misfortune. For this reason it is desirable that, besides exhibitions and scholarships awarded after a competitive examination—which would act as an encouragement to industry and ability—there should be in the hands of governors and trustees a power of conferring free or assisted education without competition.
