Mr. President,—I next invite your attention to a name, which brings with it many claims to our esteem : Richard Wiseman, first known as a surgeon in the civil wars of Charles the First, was made prisoner in his service at the battle of Worcester, and after the restoration, appointed one of the serjeant-surgeons to King Charles the Second. He is justly regarded as the Pare of England; for he exercised his own judgment without restraint on whatever fell under his notice, and recorded with strict integrity, not merely his successful achievements, but all his mistakes and failures.
