Title 3--The President 1999 (64 Fed. Reg. 51885), the exercise of certain authorities under the Trading With the Enemy Act is scheduled to terminate on September \1774, 2000. I hereby determine that the continuation for \177 year of the exercise of those authorities with respect to the applicable countries is in the national inter- est of the United States. Therefore, pursuant to the authority vested in me by section \1770\177(b) of Pub- lic Law 95-223, I continue for 1 year, until September \1774, 200% the exer- cise of those authorities with respect to countries affected by: (\177) the Foreign Assets Control Regulations, 3\177 CFR part 500; (2) the Transaction Control Regulations, 31 CFR part 505; and (3) the Cuban Assets Control Regulations, 3\177 CFR part 5\1775. Presidential Determination No. 2000-30 of September 19, 2000 Classified Information Concerning the Air Force's Operating Location Near Groom Lake, Nevada Memorandum for the Administrator of the Environmental Protection Agen- cy [and] the Secretu\177y of the Air Force I find that it is in the paramount interest of the United States to exempt the United States Air Force's operating location near Groom Lake, Nevada, (the subject of litigation in Kasza v. Browner (D. Nev. CV-S-94-795-PMP) and Frost v. Periy (D. Nev. CV-S-94-7]4-PMP)), from any applicable re- quirement for the disclosure to unauthorized persons of classified informa- tion concerning that operating location. Therefore, pursuant to 42 U.S.C. 696\177(a), I hereby exempt the Air Force's operating location near Groom Lake, Nevada, from any Federal, State, interstate, or local provision respect- ing control and abatement of solid waste or hazardous waste disposal that would require the disclosure of classified information concerning that oper- ating location to any unauthorized person. This exemption shall be effec- tive for the full one-year statutory period. Nothing herein is intended to: (a) imply that in the absence of such a Presi- dential exemption, the Resource Conservation and Recovery Act (RCRA) or any other provision of law permits or requires disclosure of classified infor- mation to unauthorized persons; or (b) limit the applicability or enforce- ment of any requirement of law applicable to the Air Force's operating lo- cation near Groom Lake, Nevada, except those provisions, if any, that would require the disclosure of classified information. 400
