Title 3--The President Presidential Determination No. 2002-16 of April 18, 2002 Determination to Authorize the Furnishing of Emergency Military Assistance to the Government of Nigeria Memorandum for the Secretazy of State, the Secretmy of Defense Pursuant to the authority vested in me by section 506(a)(1) of the Foreign Assistance Act of 1961, as amended, 22 U.S.C. 2318(a)(1) (the "Act"), I hereby determine that: (1) an unforeseen emergency exists that requires immediate military as- sistance to the Government of Nigeria; and (2) the emergency requirement cannot be met under the authority of the Arms Export Control Act or any other law except section 506(a) of the Act. I therefore direct the drawdown of defense articles and defense services from the Department of Defense, and military education and training, of an aggregate value not to exceed $4 million, to provide assistance to the Gov- ernment of Nigeria. The Secretary of State is authorized and directed to report this determina- tion to the Congress and to arrange for its publication in the Federal Reg- ister. GEORGE W. Presidential Determination No. 2002-17 of April 24, 2002 Military Drawdown for Georgia Memorandum for the Secretazy of State [and/the Secretazy of Defense Pursuant to the authority vested in me by the Constitution and laws of the United States, including title III (Foreign Military Financing) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2001 (Public Law \17706-429), as amended by title III (Foreign Military Fi- nancing) of the Kenneth M. Luddon Foreign Operations, Export Financing, and Related Programs Appropriations Act, Fiscal Year 2002 (Public Law \17707-\1775), I hereby direct the drawdown of defense articles from the stocks of the Department of Defense, defense services from the Department of De- fense, and military education and training of an aggregate value of $4 mil- lion for Georgia, for the purposes of part II of the Foreign Assistance Act of 196% as amended. The Secretary of State is authorized and directed to report this determina- tion to the Congress and to publish it in the Federal Register. GEORGE W.
