TITLE I—AMENDMENTS TO THE GENERAL PROVISIONS 29 USC 701.

SEC. lOL STATEMENT OF PURPOSE.

Section 2 of the Rehabilitation Act of 1973 (hereinafter referred to as the "Act") is amended by inserting immediately before the period at the end thereof a comma and "for individuals with handicaps in order to maximize their employability, independence, and integration into the workplace and the community". 29 USC 702.

SEC. 102. REHABILITATION SERVICES ADMINISTRATION. (a) QuAUFiCATiON OF COMMISSIONER.—Section 3 of the Act is amended by inserting after the second sentence the following new sentence: "The Commissioner shall be an individual with substantial experience in rehabilitation and in rehabilitation program management.". (b) STAFFING.—Section 3 of the Act is amended by adding at the end thereof the following new subsection: "(c) The Secretary shall take such action as necessary to ensure that— "(1) the staffing of the Rehabilitation Services Administration shall be in sufficient numbers to meet program needs and at levels which will attract and maintain the most qualified personnel; and
