Public Law 91-304, and such laws that were in effect immediately before September 30, 1982, $182,028,000, of which (a) $1,400,000 is for a grant to the Crownpoint Institute of Technology in the State of New Mexico to assist in the rehabilitation and reconstruction of facilities, including site stabilization and drainage repairs; (Jb) $2,000,000 is for a grant to the Philadelphia Port Corporation in Philadelphia, Pennsylvania, for the Fruit Shed Expansion project at Tioga Marine Terminal I and Piers 82 and 84 to assist m the expansion of storage and handling facilities; (c) $4,500,000 is for a grant to the University of Kentucky in Lexington, Kentucky, to assist in the construction of the Advanced Science and Technol(^y Commercialization Center; (d) $250,000 shall be obligated for the Center for International Trade Development at Oklahoma State University; (e) $600,000 is for a grant to Crittenden County, Arkansas, for use in replacing a health center; (f) $125,000 is for a grant to Arkansas State University, Jonesboro, Arkansas, for the establishment and first year operation of a university center under the provisions of the Public Works and Economic Development Act of 1965, as amended; (g) $1,700,000 is for a grant to the revolving loan fund established under the provisions of title XI of the Public Works and Economic Development Act of 1965, as amended, and administered by the East Arkansas Planning and Development District, Jonesboro, Arkansas, except that notwithstanding any other provision of law or regulation, no requirement for provision of matching funds shall be imposed as a condition for making this grant; (h) $2,400,000 is for a grant to the city of Beaumont, Texas, for the Spindletop Regional Development Project; (i) $200,000 is for a grant to Marshall University, Huntington, West Virginia, for the Marshall University Flexibihty Manufacturing Proposal; 0') $200,000 is for a grant to Wheeling Jesuit College, Wheeling, West Virginia, for planning and technical assistance activities for establishment of a Software Development Center; (k) $2,250,000 is for grants for Projects A and B of the Special Impact Area Overall Economic Development P r < ^ a m for Polk County and the Cities of Des Moines and Ankeny, Iowa; and (L) $600,000 is for a grant to the Southeastern Area Technology Development Center, Inc., New London, Connecticut, for a demonstration project on the ability of a small business incubator to help diverstfy the economy of a defense-dependent region: Provided, That the Secretary of Commerce shall throughly Reports. review and evaluate each of the projects listed in subsections (a) through (1) of this paragraph and shall submit a report to the House and Senate Committees on Appropriations in March 1989 concerning the details and evaluation of each such project: Provided further, Thkt the funds designated in subsections (a) through (1) of this paragraph shall be available for the national economic development assistance programs of the Economic Development Administration unless the House and Senate Appropriations Committees send letters to the Secretary of Commerce within 60 days of the submission of the report or June 1, 1989, whichever is later, on the projects listed in subsections (a) through (1) of this paragraph interposing no objection to the commencement of these projects: Provided further. That any sum in excess of the sum needed to comply with the House and Senate Appropriations Committees' letters for any of the projects listed in subsections (a) through (1) shall be available for the national economic development assistance prf^rams of the Economic Development Administration: Provided further. That the Secretary of Conmierce or his designees shall not promulgate or enforce
