104 STAT. 1140 PUBLIC LAW 101-476—OCT. 30, 1990 "(d)(1) The Secretary is authorized to make a grant or enter into a contract for the purpose of providing current, free textbooks and other educational publications and materials to blind and other print-handicapped students in elementary, secondary, postsecondary, and graduate schools and other institutions of higher education through the medium of transcribed tapes and cassettes. "(2) For the purpose of this subsection, the term 'print-handicapped' refers to any individual who is blind or severely visually impaired, or who, by reason of a physical or perceptual disability, is unable to read printed material unassisted.". SEC. 603. AUTHORIZATION OF APPROPRIATIONS. Section 653 (20 U.S.C. 1454) is amended to read as follows: "AUTHORIZATION OF APPROPRIATIONS "SEC. 653. For the purpose of carrying out section 652 there are authorized to be appropriated $20,010,000 for fiscal year 1991, $22,010,000 for fiscal year 1992, $24,200,000 for fiscal year 1993, and $26,600,000 for fiscal year 1994. ". TITLE VII—TECHNOLOGY, EDUCATIONAL MEDIA, AND MATERIALS FOR INDIVID- UALS WITH DISABILITIES SEC. 701. FINANCIAL ASSISTANCE. Section 661 (20 U.S.C. 1461) is amended— (1) in the matter preceding paragraph (1), in the first sentence, by striking "provision of early intervention" and inserting "provision of related services and early intervention services"; (2) in paragraph (1)— (A) by inserting "assistive technology," after "technology,"; and (B) by striking "more effectively" and inserting "most effectively, efficiently, and appropriately"; (3) in paragraphs (2) through (4), by striking "new technology," each place such term appears and inserting "technology, assistive technology,"; (4) in paragraph (4), by inserting before the period at the end the following: ", where appropriate, to entities described in section 610(g)"; (5)(A) by striking "and" at the end of paragraph (3); (B) by striking the period at the end of paragraph (4) and inserting a comma; and (C) by adding at the end the following: "(5) increasing access to and use of assistive technology devices and assistive technology services in the education of infants, toddlers, children, and youth with disabilities, and other activities authorized under the Technology-Related Assistance for Individuals With Disabilities Act of 1988, as such Act relates to the education of students with disabilities, and "(6) examining how these purposes can address the problem of illiteracy among individuals with disabilities."; and
