(3) For unspecified minor construction projects authorized under section 2805 of title 10, United States Code, $11,000,000. (4) For architectural and engineering services and construction design under section 2807 of title 10, United States Code, $118,400,000, of which $25,000,000 shall be for Host Nation Support construction projects. (5) For advances to the Secretary of Transportation for construction of defense access roads under section 210 of title 23, United States Code, $2,800,000. (6) For military family housing functions: (A) For construction and acquisition of military family housing and facilities, $167,220,000. (B) For support of military family housing (including functions described in section 2833 of title 10, United States Code), $1,397,025,000, of which not more than $360,783,000 may be obligated or expended for the leasing of military family housing worldwide. (7) For the homeowners assistance program, as authorized by section 2832 of title 10, United States Code, $84,000,000, to remain available until expended. (b) LIMITATION ON TOTAL COST OF CONSTRUCTION PROJECTS.—Notwithstanding the cost variations authorized by section 2853 of title 10, United States Code, and any other cost variation authorized by law, the total cost of all projects carried out under section 2101 of this division may not exceed the total amount authorized to be appropriated under paragraphs (1) and (2) of subsection (a). SEC. 2106. AUTHORIZED LONG-TERM FACILITIES CONTRACTS. Subject to section 2809 of title 10, United States Code, the Secretary of the Army may enter into long-term contracts for construction, management, and operation of facilities for the purpose shown, and in the estimated capital investment cost shown, for the following installations: (1) Redstone Arsenal, Alabama, child development center, $1,900,000. (2) Redstone Arsenal, Alabama, transient quarters, $6,000,000. (3) Fort Irwin, California, consolidated maintenance and supply complex, $30,000,000. (4) Fort McPherson, Georgia, child development center, $2,300,000. (5) Price Support Center, Illinois, transient quarters, $6,000,000. (6) Detroit Arsenal, Detroit, Michigan, child development center, $1,100,000. (7) Fort Belvoir, Virginia, child development center, $6,500,000. SEC. 2107. AUTHORIZED MILITARY HOUSING RENTAL GUARANTEE PROJECTS. Subject to section 2836 of title 10, United States Code (as added by section 2809 of this Act), the Secretary of the Army may enter into
