PUBLIC LAW 103-362—OCT. 14, 1994 108 STAT. 3465 Public Law 103-362 103d Congress Joint Resolution To establish the fourth Sunday of July as "Parents' Day". Oct. 14, 1994 [H.J. Res. 398] Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the fourth 36 USC I42c. Sunday of every July shall be established as "Parents' Day" to be recognized as a recurring, perenoial day of commemoration. SEC. 2. RECOGNITION. 36 USC 142c-l. All private citizens, organizations, and governmental and legislative bodies at the local, State, and Federal level are encouraged to recognize Parents' Day through proclamations, activities, and educational efforts in ftuHierance of recognizing, uplifting, and supporting the role of parents in the rearing of their cluldren.
