(c) INCREASE IN BAQ.— Effective on January 1, 1997, the rates of basic allowance for quarters of members of the uniformed services are increased by 4.6 percent. SEC. 602. ADJUSTMENT OF RATE OF CADET AND MIDSHIPMAN PAY. Section 203(c) of title 37, United States Code, is amended— (1) by striking out paragraph (2); and (2) in paragraph (1), by striking out "(1)"- SEC, 603. PAY OF SENIOR NONCOMMISSIONED OFFICERS WHILE HOSPITALIZED. (a) PAY DURING HOSPITALIZATION.—Section 210 of title 37, United States Code, is amended— (1) by redesignating subsection (b) as subsection (c); and (2) by inserting after subsection (a) the following new subsection (b): "(b) A noncommissioned officer of an armed force who is hospitalized and who, during or immediately before such hospitalization, completed service as the senior enlisted member of that armed force, shall continue to be entitled, for not more than 180 days while so hospitalized, to the rate of basic pay authorized for the senior enlisted member of that armed force.". (b) CLERICAL AMENDMENTS.—(1) The heading of such section is amended to read as follows:

    • § 210. Pay of senior enlisted members during terminal leave

and while hospitalized**. (2) The item relating to such section in the table of sections at the beginning of chapter 3 of title 37, United States Code, is amended to read as follows: "210. Pay of senior enlisted members during terminal leave and while hospitalized.". SEC. 604. AVAILABILITY OF BASIC ALLOWANCE FOR QUARTERS FOR CERTAIN MEMBERS WITHOUT DEPENDENTS WHO SERVE ON SEA DUTY. (a) ENTITLEMENT OF SINGLE MEMBERS ABOVE GRADE E-5.— Section 403(c)(2) of title 37, United States Code, is amended— (1) by striking out "A member" in the first sentence and inserting in lieu thereof "(A) Except as provided in subparagraphs (B) and (C), a member"; and (2) by striking out the second sentence. (b) ENTITLEMENT OF CERTAIN SINGLE MEMBERS IN GRADE E-5.— Such section is further amended by adding at the end the following new subparagraph: Regulations. "(B) Under regulations prescribed by the Secretary concerned, the Secretary may authorize the payment of a basic allowance for quarters to a member of a uniformed service without dependents who is serving in pay grade E-5 and is assigned to sea duty. In prescribing regulations under this subparagraph, the Secretary concerned shall consider the availability of quarters for members serving in pay grade E-5.". (c) ENTITLEMENT WHEN BOTH SPOUSES IN GRADES BELOW GRADE E-6 ARE ASSIGNED TO SEA DUTY.— Such section is further amended by inserting after subparagraph (B), as added by subsection (b), the following new subparagraph: "(C) Notwithstanding section 421 of this title, two members of the uniformed services in a pay grade below pay grade
