REAUTHORIZATION OF NATIONAL FLOOD INSURANCE PRO- GRAM. (a) PROGRAM EXPIRATION. —Section 1319 of the National Flood Insurance Act of 1968 (42 U.S.C. 4026) is amended by striking "September 30, 1998" and inserting "September 30, 2001". (b) EMERGENCY IMPLEMENTATION OF PROGRAM.— Section 1336(a) of the National Flood Insurance Act of 1968 (42 U.S.C. 4056(a)) is amended by striking "September 30, 1998" and inserting "September 30, 2001". (c) APPLICABILITY. — The amendments made by this section are 42 USC 4026 made on, and shall apply beginning upon, the date of the enactment note. of this Act. SEC. 599E. ASSISTANCE FOR SELF-HELP HOUSING PROVIDERS (a) NATIONAL COMPETITIVE GRANTS.— Section 11 of the Housing Opportunity Program Extension Act of 1996 (42 U.S.C. 12805 note) is amended— (1) in subsection (a), by striking "to—" and all that follows and inserting the following: "to national and regional organizations and consortia that have experience in providing or facilitating self-help housing homeownership opportunities."; (2) in subsection (b)— (A) in paragraph (4), by striking "Habitat for Humanity, its affiliates, and other"; and
