Section 5334(a) of title 5, United States Code, is amended in the second sentence by striking "title 40, appendix, or by a regional commission established pursuant to section 3182 of title 42, under section 3186(a)(2) of that title" and inserting "the Appalachian Regional Development Act of 1965 (40 U.S.C.
