DEPARTMENT OF THE TREASURY INTERNATIONAL AFFAIRS TECHNICAL ASSISTANCE For an additional amount for "Department of the Treasury, International affairs technical assistance", $1,500,000, to remain available until September 30, 2000, for the operation and expenses of the International FinancigJ Institution Advisory Commission and the Internationed Monetary Fund Advisory Committee as authorized by sections 603 and 610(b) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1999 (as contained in division A, section 101(d) of the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 (Public Law 105-277)). CHAPTER 4 DEPARTMENT OF THE INTERIOR BUREAU OF LAND MANAGEMENT MANAGEMENT OF LANDS AND RESOURCES Of the funds provided under this heading in prior appropriations Acts for the Automated Land and Mineral Record System, $1,000,000 shall be available until expended to meet increased workload requirements stemming from the anticipated higher volume of coalbed methane Applications for Permits to Drill in the Powder River Basin: Provided, That unless there is a written agreement in place between the coal mining operator and the gas producer, the funds made available herein shall not be used to process or approve coalbed metheine Applications for Permits to Drill for well sites that are located within an area, which as of the date of the coalbed methane Application for Permit to Drill, are covered by: (1) a coal lease; (2) a coal mining permit; or (3) an application for a COEQ mining lease. Nothing in this paragraph shall be construed or operate as a restriction on current resources appropriated to the Department of the Interior.
