Presentation of United States flag: members transferred from an active status or discharged after completion of eligibility for retired pay "(a) PRESENTATION OF FLAG. —Upon the transfer from an active status or discharge of a Reserve who has completed the years of service required for eligibihty for retired pay under chapter 1223 of this title, the Secretary concerned shall present a United States flag to the member. "(b) MULTIPLE PRESENTATIONS NOT AUTHORIZED.— A member is not eligible for presentation of a flag under subsection (a) if the member has previously been presented a flag under this section or any provision of law providing for the presentation of a United States flag incident to release from active service for retirement. "(c) No COST TO RECIPIENT. —The presentation of a flag under this section shall be at no cost to the recipient.". (2) The table of sections at the beginning of such chapter is amended by adding at the end the following new item: "12605. Presentation of United States flag: members transferred from an active status or discharged after completion of eligibility for retired pay.". (b) PUBLIC HEALTH SERVICE.— Title II of the Public Health Service Act is amended by inserting after section 212 (42 U.S.C. 213) the following new section: "P R ESENTATION OF UNITED STATES FLAG UPON RETIREMENT "SEC. 213. (a) PRESENTATION OF FLAG. —Upon the release of 42 USC 2i4. an officer of the commissioned corps of the Service from active commissioned service for retirement, the Secretary of Health and Human Services shall present a United States flag to the officer. "(b) MULTIPLE PRESENTATIONS NOT AUTHORIZED.— An officer is not eligible for presentation of a flag under subsection (a) if the officer has previously been presented a flag under this section or any other provision of law providing for the presentation of a United States flag incident to release from active service for retirement. "(c) No COST TO RECIPIENT. — The presentation of a flag under this section shall be at no cost to the recipient.". (c) NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION.— The Coast and Geodetic Survey Commissioned Officers' Act of 1948 is amended by inserting after section 24 (33 U.S.C. 853u) the following new section: "SEC. 25. (a) PRESENTATION OF FLAG UPON RETIREMENT. —Upon 33 USC 853v. the release of a commissioned officer from active commissioned service for retirement, the Secretary of Commerce shall present a United States flag to the officer. "(b) MULTIPLE PRESENTATIONS NOT AUTHORIZED.— An officer is not eligible for presentation of a flag under subsection (a) if the officer has previously been presented a flag under this section or any other provision of law providing for the presentation of a United States flag incident to release from active service for retirement. "(c) No COST TO RECIPIENT. —The presentation of a flag under this section shall be at no cost to the recipient.". (d) EFFECTIVE DATE. —Section 12605 of title 10, United States Applicability. Code (as added by subsection (a)), section 213 of the Public Health 10 USC 12605 Service Act (as added by subsection (b)), and section 25 of the ^°^- Coast and Geodetic Survey Commissioned Officers' Act of 1948
