PUBLIC LAW 106-185—APR. 25, 2000 114 STAT. 225 SEC. 21. EFFECTIVE DATE. Applicability. Except as provided in section 14(c), this Act and the amendments made by this Act shall apply to any forfeiture proceeding commenced on or after the date that is 120 days after the date of the enactment of this Act.
