116 STAT. 1366 PUBLIC LAW 107-228—SEPT. 30, 2002 Act may be expended for the operation of a United States consulate or diplomatic facility in Jerusalem unless such consulate or diplomatic facility is under the supervision of the United States Ambassador to Israel. (c) LIMITATION ON USE OF FUNDS FOR PUBLICATIONS.— None of the funds authorized to be appropriated by this Act may be available for the publication of any official government document which lists countries and their capital cities unless the publication identifies Jerusalem as the capital of Israel. (d) RECORD OF PLACE OF BIRTH AS ISRAEL FOR PASSPORT PUR- POSES. — For purposes of the registration of birth, certification of nationality, or issuance of a passport of a United States citizen born in the city of Jerusalem, the Secretary shall, upon the request of the citizen or the citizen's legal guardian, record the place of birth as Israel. SEC. 215. REPORT CONCERNING EFFORTS TO PROMOTE ISRAEL'S DIP- LOMATIC RELATIONS WITH OTHER COUNTRIES. (a) FINDINGS.— The Congress makes the following findings: (1) Israel is a friend and ally of the United States whose security is vital to regional stability and United States interests. (2) Israel currently maintains diplomatic relations with approximately 160 countries. Approximately 30 countries do not have any diplomatic relations with Israel. (3) The State of Israel has been actively seeking to establish formal relations with a number of countries. (4) The United States should assist its ally, Israel, in its efforts to establish diplomatic relations. (5) After more than 50 years of existence, Israel deserves to be treated as an equal nation by its neighbors and the world community. Deadline. (b) REPORT CONCERNING UNITED STATES EFFORTS TO PROMOTE ISRAEL'S DIPLOMATIC RELATIONS WITH OTHER COUNTRIES. —Not later than 60 days after the date of the enactment of this Act, the Secretary shall submit a report to the appropriate congressional committees that includes the following information (in classified or unclassified form, as appropriate): (1) Actions taken by the United States to encourage other countries to establish full diplomatic relations with Israel. (2) Specific responses solicited and received by the Secretary from countries that do not maintain full diplomatic relations with Israel with respect to the status of negotiations to enter into diplomatic relations with Israel. (3) Other measures being undertaken, and measures that will be undertaken, by the United States to ensure and promote Israel's full participation in the world diplomatic community. SEC. 216. CONTINUATION OF REPORTING REQUIREMENTS. (a) REPORTS ON CLAIMS BY UNITED STATES FIRMS AGAINST THE GOVERNMENT OF SAUDI ARABIA.—Section 2801(b)(1) of the Foreign Affairs Reform and Restructuring Act of 1998 (as enacted by division G of the Omnibus Consolidated and Emergency Supple- 22 USC 6091 mental Appropriations Act, 1999; Public Law 105-277) is amended ^°^^- by striking "seventh" and inserting "eleventh". (b) REPORTS ON DETERMINATIONS UNDER TITLE IV OF THE LIBERTAD ACT. — Section 2802(a) of the Foreign Affairs Reform and Restructuring Act of 1998 (as enacted by division G of the Omnibus Consolidated and Emergency Supplemental Appropriations Act,
