providing for the participation of a second source in the production of gears for the helicopter transmissions incorporated into CH– 47 helicopters to be procured by the Army with funds authorized to be appropriated by this Act. (b) REPORT.—Not later than 90 days after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the results of the study under subsection (a).

Subtitle C—Navy Programs SEC. 121. MULTIYEAR PROCUREMENT AUTHORITY FOR F/A–18 AIRCRAFT PROGRAM.
The Secretary of the Navy may, in accordance with section 2306b of title 10, United States Code, enter into a multiyear contract, beginning with the fiscal year 2005 program year, for procurement of aircraft in the F/A–18E, F/A–18F, and EA–18G configurations. The total number of aircraft procured through a multiyear contract under this section may not exceed 234. SEC. 122. MULTIYEAR PROCUREMENT AUTHORITY FOR TACTICAL TOMAHAWK CRUISE MISSILE PROGRAM.
(a) AUTHORITY.—The Secretary of the Navy may, in accordance with section 2306b of title 10, United States Code, enter into a multiyear contract, beginning with the fiscal year 2004 program year, for procurement of Tactical Tomahawk cruise missiles. The total number of missiles procured through a multiyear contract under this section shall be determined by the Secretary of the Navy, based upon the funds available, but not to exceed 900 in any year. (b) TACTICAL TOMAHAWK CRUISE MISSILES.—The Secretary of the Navy may not enter into a contract authorized by subsection (a) until the Secretary— (1) determines on the basis of operational testing that the Tactical Tomahawk Cruise Missile is effective for fleet use; and (2) submits notice of such determination to the congressional defense committees. SEC. 123. MULTIYEAR PROCUREMENT AUTHORITY FOR VIRGINIA CLASS SUBMARINE PROGRAM.
(a) AUTHORITY.—The Secretary of the Navy may, in accordance with section 2306b of title 10, United States Code, enter into a multiyear contract, beginning with the fiscal year 2004 program year, for procurement of Virginia-class submarines. (b) LIMITATION.—The Secretary of the Navy may not enter into a contract authorized by subsection (a) until— (1) the Secretary submits to the congressional defense committees a certification that the Secretary has made each of the findings with respect to such contract specified in subsection (a) of section 2306b of title 10, United States Code; and (2) a period of 30 days has elapsed after the date of the transmission of such certification. (c) APPLICABILITY OF SHIPBUILDER TEAMING LAW.—Paragraphs (2)(A), (3), and (4) of section 121(b) of the National Defense Authorization Act for Fiscal Year 1998 (Public Law 105–85; 111
