SEC. 708. ELIGIBILITY OF RESERVE OFFICERS FOR HEALTH CARE PENDING ORDERS TO ACTIVE DUTY FOLLOWING COMMISSIONING.

Section 1074(a) of title 10, United States Code, is amended— (1) by inserting ‘‘(1)’’ after ‘‘(a)’’; (2) by striking ‘‘who is on active duty’’ and inserting ‘‘described in paragraph (2)’’; and (3) by adding at the end the following new paragraph: ‘‘(2) Members of the uniformed services referred to in paragraph (1) are as follows: ‘‘(A) A member of a uniformed service on active duty. ‘‘(B) A member of a reserve component of a uniformed service who has been commissioned as an officer if— ‘‘(i) the member has requested orders to active duty for the member’s initial period of active duty following the commissioning of the member as an officer; ‘‘(ii) the request for orders has been approved; ‘‘(iii) the orders are to be issued but have not been issued; and ‘‘(iv) the member does not have health care insurance and is not covered by any other health benefits plan.’’.

SEC. 711. ACCELERATION OF IMPLEMENTATION OF CHIROPRACTIC HEALTH CARE FOR MEMBERS ON ACTIVE DUTY.

The Secretary of Defense shall accelerate the implementation of the plan required by section 702 of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (Public Law 106– 398; 114 Stat. 1654A–173) (relating to chiropractic health care services and benefits), with a goal of completing implementation of the plan by October 1, 2005. SEC. 712. REIMBURSEMENT OF COVERED BENEFICIARIES FOR CERTAIN TRAVEL EXPENSES RELATING TO SPECIALIZED DENTAL CARE.

Section 1074i of title 10, United States Code, is amended— (1) by inserting ‘‘(a) IN GENERAL.—’’ before ‘‘In any case’’; and (2) by adding at the end the following new subsection: ‘‘(b) DEFINITIONS.—In this section: ‘‘(1) The term ‘specialty care provider’ includes a dental specialist. ‘‘(2) The term ‘dental specialist’ means an oral surgeon, orthodontist, prosthodontist, periodontist, endodontist, or pediatric dentist, and includes such other providers of dental care and services as determined appropriate by the Secretary of Defense.’’. SEC. 713. ELIGIBILITY FOR CONTINUED HEALTH BENEFITS COVERAGE EXTENDED TO CERTAIN MEMBERS OF UNIFORMED SERVICES.

(a) EXTENSION.—Section 1078a(b) of title 10, United States Code, is amended in paragraphs (1), (2)(A), and (3)(A) by striking ‘‘armed forces’’ and inserting ‘‘uniformed services’’ each place it appears.
