Subtitle C—Counter-Drug Activities SEC. 1021. EXTENSION OF AUTHORITY OF DEPARTMENT OF DEFENSE TO PROVIDE ADDITIONAL SUPPORT FOR COUNTERDRUG ACTIVITIES OF OTHER GOVERNMENTAL AGENCIES.
Section 1004(a) of the National Defense Authorization Act for Fiscal Year 1991 (10 U.S.C. 374 note) is amended by striking ‘‘through 2006’’ and inserting ‘‘through 2011’’. SEC. 1022. EXTENSION AND EXPANSION OF DEPARTMENT OF DEFENSE AUTHORITY TO PROVIDE SUPPORT FOR COUNTER-DRUG ACTIVITIES OF CERTAIN FOREIGN GOVERNMENTS.
(a) EXTENSION OF AUTHORITY.—Paragraph (2) of subsection (a) of section 1033 of the National Defense Authorization Act for Fiscal Year 1998 (Public Law 105–85; 111 Stat. 1881), as amended by section 1021 of the National Defense Authorization Act for Fiscal Year 2004 (Public Law 108–136: 117 Stat. 1593), is amended by striking ‘‘September 30, 2006’’ and inserting ‘‘September 30, 2008’’. (b) ADDITIONAL GOVERNMENTS ELIGIBLE TO RECEIVE SUPPORT.—Subsection (b) of such section is amended by adding at the end the following new paragraphs: ‘‘(10) The Government of Azerbaijan. ‘‘(11) The Government of Kazakhstan. ‘‘(12) The Government of Kyrgyzstan. ‘‘(13) The Government of Armenia. ‘‘(14) The Government of Guatemala. ‘‘(15) The Government of Belize. ‘‘(16) The Government of Panama.’’. (c) TYPES OF SUPPORT.—Subsection (c) of such section is amended— (1) in paragraph (2), by inserting ‘‘, vehicles, and, subject to section 484(a) of the Foreign Assistance Act of 1961 (22 U.S.C. 2291c(a)), aircraft’’ after ‘‘patrol boats’’; and (2) by adding at the end the following new paragraphs: ‘‘(4) The transfer of detection, interception, monitoring, and testing equipment. ‘‘(5) For the Government of Afghanistan only, individual and crew-served weapons of 50 caliber or less and ammunition for such weapons for counter-narcotics security forces.’’. (d) MAXIMUM ANNUAL AMOUNT OF SUPPORT.—Subsection (e)(2) of such section is amended— (1) by striking ‘‘or $40,000,000’’ and inserting ‘‘$40,000,000’’; and (2) by inserting before the period at the end the following: ‘‘, or $60,000,000 during either of the fiscal years 2007 and 2008’’. Section 1021 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (Public Law 108–375; 118 Stat. 2042) is amended— (1) in subsection (a)(1), by striking ‘‘and 2006’’ and inserting ‘‘through 2008’’; and
