improvement in mathematics, as measured by the improvement in the students’ average score on the State’s assessments in mathematics for the school year for which the grant is awarded, as compared to the school year preceding the school year for which the grant is awarded; and (2) for each of the school years 2008–2009 through 2010– 2011, to each of the 3 elementary schools, and each of the 3 secondary schools, each of which has a high concentration of low income students as defined in section 1707(2) of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6537(2)), in each State whose students demonstrate the most improvement in science, as measured by the improvement in the students’ average score on the State’s assessments in science for the school year for which the grant is awarded, as compared to the school year preceding the school year for which the grant is awarded. (b) GRANT AMOUNT.—The amount of each grant awarded under this section shall be $50,000. SEC. 6502. AUTHORIZATION OF APPROPRIATIONS.

There are authorized to be appropriated to carry out this subtitle such sums as may be necessary for fiscal years 2008 and each of the 2 succeeding fiscal years.

TITLE VII—NATIONAL SCIENCE FOUNDATION SEC. 7001. DEFINITIONS.

In this title: (1) BASIC RESEARCH.—The term ‘‘basic research’’ has the meaning given such term in the Office of Management and Budget circular No. A–11. (2) BOARD.—The term ‘‘Board’’ means the National Science Board established under section 2 of the National Science Foundation Act of 1950 (42 U.S.C. 1861). (3) DIRECTOR.—The term ‘‘Director’’ means the Director of the Foundation. (4) ELEMENTARY SCHOOL.—The term ‘‘elementary school’’ has the meaning given such term in section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801). (5) FOUNDATION.—The term ‘‘Foundation’’ means the National Science Foundation. (6) INSTITUTION OF HIGHER EDUCATION.—The term ‘‘institution of higher education’’ has the meaning given such term in section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)). (7) SECONDARY SCHOOL.—The term ‘‘secondary school’’ has the meaning given such term in section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801).

SEC. 7002. AUTHORIZATION OF APPROPRIATIONS.
