December iirst, giving detailed tatements of the work done, contracts made, the expenditures thereunder or otherwise, and balances of money on hand up to November iirst, and the effect of such work, together with such recommendations as he may deem proper. He shall, at the same time, report to Congress all cases in which piers, breakwaters, locks, and dams, or other structures or works built or made by the United States in aid of commerce or navigation are used, occupied, or injured by a corporation or an individual, and the extent and mode of such use, occupation, or injury. He shall NWN, at the same time, whether any bridges, causeways, or structures now erected or in process of erection do or will interfere with free and safe navigation. Workto bedone Sec. 5. It shall be the duty of the Secretary of War to apply the ‘£,m_‘;’P'·'°°* °' money herein appropriated for improvements other than surveys and '°°‘ estimates, in carrying on the various works, by contract or otherwise, as may be most economical and advantageous to the Government. Where said works are done by contract,_s¤ch contract shall be made aher sumcient public advertisement for proposals, in such manner and Contracts. form as the Secretary of War shall prescribe; and such contracts shall be made with the lowest responsible bidders, accompanied by such securities as the Secretary of War shall require, conditioned for the faithful prosecution and completion of the work according to such contract, and for the prompt payment of all liabilities incurred in the prosecution thereof for labor and material. Examinations Sec. 6. The Secretary of War is hereby directed, at his discretion, to ¤¤d ¤¤¤*¤y¤ cause examinations or surveys, or both, to be made, and the cost of improvements to be estimated, at the following localities, to—wit: In the States of- Arkansas. ARKANSAS. Reexamination of Little River. The lakes connecting with Red River, between Shreveport, Louisiana, and Fulton, Arkansas. ‘ Re-examination of Ouachita above Camden, Arkansas. Saline River. Cache River. California. CALIFORNIA. ’ San Pedro Bay near the entrance to Wilmington Harbor, with a view tolestablishing an outer harbor for the protection of deep-draught vesse s. Mouth of Smith’s River. Crescent City Harbor, with a view to a sea-wall from Battery Point to Flat Book. ,
