That in the expenditure of any money appropriated in this act for Children cr_1¤d1¤¤s any of the purposes of education of Indian children, those children §”f§'2§,,i?,’,§‘§§_‘“ S"'"' of Indians who have taken lands in severalty under any existing - law, shall not, by reason thereof, be excluded from the benefits of such appropriations.
