Anderson, late a private of the Fifth Independent Battery Ohio Light Artillery, and the names of the children under sixteen years of age of said Sarah C Anderson and William H. Be it enacted by the Senate and House of Representatives of the Albert H. Emery. United States of America in Congress assembled, That the Secretary ,,,,Q°§E,',§{"°'°"‘°'°""` of the Treasuiy be, and is hereby, authorized and directed to pay to Albert H. mery, of Stamfor , Connecticut, in full settlement of all claims, legal or equitable, which he has in any way against the United States on account of the cost of, and the time spent by him, and use of all patents and inventions in designing and constructing the testing-machine built and erected by him for the United States, or otherwise, in any way, ouaccount of said machine, the sum of seventy-tive thousand dollars, out of any money in the Treasury not otherwise appropriated, which sum is hereby appropriated and made immediate y available therefor. Said machine, together with the full right to use therein of all patents and inventions used in its design and construction, shall belong to the United States. Approved, July 14, 1890. July 15, 1890.
