Be it enacted by the Senate and House 0 f Re eszmtatives of the United States of America in Congress assembled, mt the Commissioners of D£gj;g*g%*¤mb*¤· the District of Columbia may, ou and after the passage of this Act, commés nk 001- enter into a. contract or contracts with the lowest and best bidder for E°,§f’”’ °"°‘* ““"‘°" the collection and disposal of garbage, miscellaneous refuse, ashes, 3*** night soil, and dead animals, in accordance with contract specifications, for a. period or periods not to extend beyond June thirtieth, nineteen hundred and ten. Said Commissioners shall definite]? fix the collection °°“°°**°¤ di¤*'*°¤ districts in the city of Washington and District of C0 umbia, and stipulate in said contract specifications the number of collections to be made, whether daily, semiweekly, or triweekly in said districts, so that eilicient collections may be enforced, and to require that all bidders °°¤>P°¤¤¤**°¤· shall stipulate in their proposals the increased compensation they will require 1f semiweekly collections are required to e made triweekly or triweekly collections are to be made daily in any of said districts or rtions of such districts, and the reduction in compensation said bidgem will concede if daily collections are change to triweekly or triweekly collections are changed to semiweekly in any of said districts or portions of such districts: Provided, That all garbage collected of nrbm under the provisions of this Act shall be disposed of through a. reduc- ew. ’ tion or consum tion process in such manner as to entail no damage or claim against tge District of Columbia for such disposal, and su ]ect to the sanitary inspection and approval of the Commissioners.
