Interior be, and he is hereby, authorized and directed to place on the nsion roll, subject to the rovisions and limitations of the pension laews, the name of Samuel Rumsey, late of Company E, Forty- fourth Regiment New York Volunteer Infantry, and pay him a pension at the rate of twenty-four dollars per month in lieu of that he is
