PROCLAMATIONS, 1919. 1757 and equipment required for the actual production of foods, feeds, an fuel, hereafter m this act calle necessaries; to reyent, locally or generally, scarcity, monopolizaticn, hoarding, ZIEUIIDIIS speculation, irianipplation, and private controls, ecting such supply, distri ution, and movement; and to estabhs and maintam giovemmental control of such necessaries during the war. or such lpurposes the instrumentalmes, mea.ns,_methods, powers, authorities, duties, obligations, and prohibitions hereinafter set forth are created, esta lished, conferred and prescribed. The President is authorized to make_such regulations and to issue such orders as are essential effectively to carry out the provisions of this act." AND, WHEREAS, it is urther provided in said act as follows: V°‘·*°»P·’”- " That, from_ time to time, whenever the President shall find it essential to license the importation, manufacture, storage, minuag, or distribution of any necessaries, in order to carry into e act any of the purposes of this Act, and shall publicly so announce, no person shall, after a date fixed in theannouncement, engage m or carry on any such business specified in the announcement of importation, manufacture, storage, mining, or distribution of ap]; necessaries as set forth in such announcement, unless he sh secure and hold a license issued pursuant to this section.
