That the second paragraph of section 3 of the Federal F“'”L°”°B°m Farm Loan Act is amended to read as follows: “ Said Federal Farm Loan Board shall consist of seven members, ,,§§B'g‘}’0°8g§,',gP i¤· including the Secretary of the Treasury, who shall be a member and EdV¤1-39,p.¤61,ém¤¤¤i chairman ex officio, and six members to be appointed by the Presi- ` dent of the United States, by and with the advice and consent of the _ _ Senate.
