That, subject to the approval of the President, the com- am£te¤g;ii1i¤rxa°wiri} mission created by section 1 is hereiiy authorized to refrmd or convert, g‘§@§,“,§;}§,,,‘g‘ ,fg{,§‘§; and to extend the time of payment of the rincipal or the interest, United Smeé. or both, of any obliggltion of any foreign Gibvernment now held by the United States of erica, or any obhgation of any foreign Govem— ment hereafter received by the United tates of America (including obligations held b the nited States Grain Corporation, the War Department, the lgavy Department, or the American Relief Administration), arising out of the World War, into bonds or other obligations of such fore' Government in substitution for the bonds or other obligations (much Government now or hereafter held by the United States of America, in such form and of such terms, conditions, 'P¤r¤¤¤.¤¤·» date or dates of maturitygand rate or rates of interest, and with such security, if any, as shall deemed for the best interests of the United _ States of America: Provided, That nothingl contained in this Act §§,"'{,,‘·;,‘?{· and m,,_ shall be construed to authorize or empower the commission to extend ¤¤;_r¤s¢ri¤i'¤¤- the time of maturity of any such bonds or other obligations due the °"’ p' um United States of America any foreign Government beyond June 15, 1947, or to fix the rate oiinterest at less than 4} per .centum per _ annum: Provided further That when the bond or other obligation of ,{},‘§*’§{,‘i’ §$,,°°,§,? any such Government has been refunded or converted as herem b¤¤¤r¤r¤¤h£·1.¤w- provided, the authority of the commission over such refunded or converted bond or other obggation shall cease. Sec. 3. That this Act sh not be construed to authorize the ex- °,§‘g}’gg§,°,§’{,*{‘}§‘§$; change of bonds or other obligations of any foreign Government for engfuonmrzrbiadquéd those of any other foreign Government, or cance lation of any part °’"“°° r°°“" ' of such indebtedness except through ayment thereof.
