In any case where the employer is not a self—insurer, ,§’y‘f,?,Y“‘g{,‘§‘°Q*'§,‘{}§ in order that the liability for O0Ul¥IlS&Cl0H` imposed by this Act i)¤¤¤¤>=· may be most effectively ischaried y the employer, and in order that the administration of this ct in respect of such liability may be facilitated, the commission shall by regulation provide for the discharge, by the carrier ‘for such emplo er, of such obligations and duties of the employer in respect ofy such liability, imfosed by this Act upon the_ employer as 1t considers proper in or er to e ectuate the provisions o this Act.
