Excarmnucr: » H _ 4 _ As you are aware, at the time of the signature at Washington on June 24, 1925, of the Treat _ of friendshitg, Commerosand Gonsnlarkiglrts between the United States·of..gmemca and e Kingdom- of Hunga ,an exchange-of notes was made between the;Secretafy of State of the Unit;} States andthe Envgg Extraordinary andllinrstcr Plenipotentiary of Hungary at Washington, in whi _ the under•tandmg»·n•‘as ¤that ratihcatiorrof the and Treaty·.would>,·be subject to reservations and understandingsto be set~forth in an exchange of notes between the contractmg part&es·in·connectlon.with·tlre exchange of ratiiications ofsthe said Treaty so as to make it {lain that thiscondi- tion is understood and accepted by each of them, and that t ese reservations and understandings shall bein substance to the effect that there be added to_ Article I of the Treaty a statement that nothing contained th6i'¤i¤ shall be construed to ah‘ect existing] statutes of either country in relationto the immigration of aliens or the rig t of eithercountry to enact such- statutes, and also that the sixth lparagraph of Article VII of the said Treaty shall remain in force for twelve mont s from the day on which the Treaty becomes effective, and, if not then terminated, on ninety delays previous notice shall remain in force until either of the High Contracting arties shall enact legislation inconsistent therewith, when the same shall automatically lapse at the end of sixty days from such en- actment, and on such lapse each High Contracting Party shall enjoy all the

in e rea y. Since that date the Senate in fact, when giving its advice and consent to the ratification of this Treaty, did so with the reservations above set forth. I am, therefore instructed by my Government in proceeding to the exchange of ratifications of, the Treaty aforesaid, to state to Your Excellency that the exchange is made on the condition, understood and accepted by each of the High ontracting Parties, that its ratification of the said Treaty is subject to the reservations and understandings above recited and set forth rn an exchange Ame. p. 2461 of notes of June 24, 1925, bg! the Secretary of State of the United States and the Envoy Extraordinary and inister Plenipotentiary of Hungary at Washincgtcn. You may regard this note as suilicient acceptance by the Government the United States of these reservations and un erstandings and an acknowledg- ment of this note on the occasion of the exchan§e{ of ratilications, accepting, by direction and on behalf of the Government of ungary, the said reservations and understandings will be considered by the Government of the United States as completing the required excharhge of notes and the acceptance by both Govern- ments of the reservations and un erstandings.
