1055 sonal services in the District of Columbia : Provided That out of this appropriation the Postmaster General is authorized to use as much of the sum, not exceeding $15,000, as may be deemed necessary for the purchase of material and the manufacture in the equipment shops of such small quantities of distinctive equipments as may be required by other executive departments ; and for service in Alaska, Porto Rico, Philippine Islands, Hawaii, or other island possessions . For travel and miscellaneous expenses in the Postal Service, office of the Fourth Assistant Postmaster General, $1,000 . If the revenues of the Post Office Department shall be insufficient to meet the appropriations made under Title II of this Act, a sum equal to such deficiency in the revenues of such department is hereby appropriated, to be paid out of any money in the Treasury not other- wise appropriated, to supply such deficiency in the revenues of the Post Office Department for the fiscal year ending June 30, 1930, and the sum needed may be advanced to the Post Office Department upon requisition of the Postmaster General . SEC . 2 . Appr opriat ions f or the fisca l year 1930 a vailab le for ex- pen ses of trave l of c ivilia n offi cers a nd empl oyees of the execu tive departments and establishments shall be available also for expenses of travel perfo rmed b y them on tr ansfer from o ne off icial statio n to another when authorized by the head of the department or establish- ment concerned in the order directing such transfer : Provided, That such expenses shall not be allowed for any transfer effected for the convenience of any officer or employee . SEC . 3 . Expenditures from appropriations made herein for the maintenance, upkeep, and repair, exclusive of garage rent, pay of ope rator, fuel and lu brican ts, on any o ne pass enger- carryi ng veh icle used by the Treasury or Post Office Departments shall not exceed one-third of the market price of a new vehicle of the same make or class and in any case more than $500. FRATERNAL BENEFICIAL ASSOCIATIONS DEFINED.-A fra- ternal beneficial association is hereby declared to be a corporation, society, order, or voluntary association, formed or organized and car ried on f or the so le benefi t of its members a nd their beneficia ries, and not for profit, having a lodge system with ritualistic form of work and representative form of government, making provision for the payment of benefits in case of death .
