C., p . 1913, sec . 1597), and $9,641,950 shall be payable out of the general fund of the Treasury : Provided further, That the Secretary of War is authorized to enter into contracts for the purposes specified in the said Act of May 26, 1928, to an amount not to exceed $3,000,000, in addition to the appropriation herein made . BA RRAC KS AND Q UART ERS AND OTH ER BUILDINGS AND UTILITIES For all expenses incident to the construction, installation, opera- tion, and maintenance of buildings, utilities, appurtenances, and accesso ries nec essary f or the s helter, protecti on, and accommod ation of the Army and its personnel and property, where not specifically provided for in other appropriations, inc luding personal service s, purchase and repair of furniture for quarters for officers, warrant officers, and noncommissioned officers, and officers' messes and wall lockers and refrigerators for Government-owned buildings as may be approved by the Secretary of War, care and improvement of grounds, flooring and framing for tents, rental of buildings and grounds for military purposes and lodgings for recruits and appli- cants for enlistment, water supply, sewer and fire-alarm systems, fire apparatus, roads, walks, wharves, drainage, dredging channels, pur- chase of water, and disp osal of s ewage, $11,650,784 : Provided, That not mor e than $16,000 of the appropriations contained in this Act shall be available for rent of offices outside the District of Columbia in connection with work incident to the assurance of adequate pro- vi sion for the mob ilizatio n of mat eriel an d indust rial org anizatio ns essential to war-time needs : Provided further, That this appropria- t ion s hall be a vail able for the renta l of offi ces, gara ges, and stab les for military attaches : Provided further, That not exceeding $100,000 shall be available immediately for the procurement of fuel for the service of the fiscal year 1930. SHOOTING GALLERIES AND RANGES For shelter, grounds, observation towers, shooting galleries, ranges fo r small- arms tar get prac tice, ma chine-gu n practi ce, fiel d, mobil e, and railway artillery practice, repairs, and expenses incident thereto, including flour for paste for marking targets, hire of employees, such ranges and galleries to be open as far as practicable to the National Guard and organized rifle clubs under regulations to be prescribed by the Secretary of War, $40,000 .
