Capitol Grounds : For care and impr ovement of grounds s ur- rounding the Capitol, Senate and House Office Buildings ; personal and other services ; care of trees ; plantings ; fertilizers ; repairs to pavements, walks, and roadways ; purchase of waterproof wearing apparel ; and for snow removal by hire of men and equipment or under contract without compliance with sections 3709 (U .
