1593 Refunds of construction charges : The unexpended balance of the appropriation of $100,000 contained in the First Deficiency Act, fiscal year 1928, for refunds of construction charges theretofore paid on permanently unproductive lands excluded from the Federal reclamation projects specified in the Act approved May 25, 1926 (U. S. C., Supp. I, p. 265, sec. 423a), in accordance with section 42 of said Act, is hereby made available for the same purposes for the fiscal year 1930 ; That the Secretary of the Interior be, and he hereby is, authorized and dir ected to cre dit th e Farm ers' I rrigati on Dis trict with t he sum. of $2,376 .45, as of January 1, 1927, which represents 50 per cent of the expenses incurred by said district in operating and maintaining the Nine Mile Drain from January 1 to June 30, 1926, under contract with sa id dis trict dated June 1 6, 191 7, in c onnect ion wi th the North Platte project, Nebraska-Wyoming ; Under the provisions of this Act no greater sum shall be expended, nor shall the United States be obligated to expend during the fiscal year 1930, on any reclamation project appropriated for herein, an amount in exc ess of the s um her ein ap propria ted th erefor , nor shall the whole expenditures or obligations incurred for all of such projects for the fisca l year 1930 exceed the w hole am ount i n the "recla mation fund " for the fiscal year ; Ten per centum of the foregoing amounts shall be available inter- In terchangeabl e ap . changeably for expenditures on the reclamation projects named ; propriations. but not more than 10 per centum shall be added to the amount appro- priated for any one of said projects, except that should existing pairs.
