SEC. 5 . The ri ght to sell, a ssign, transf er, and mortg age all rights , powers, and privileg es conferred b y this Act is hereby grante d to Elmer J . Cook, his heirs, legal representatives, and assigns, and any corporation to which or any person to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise, is hereby authorized and empowered to exercise the same as fully as though conferred Amendment .

Leases c Be it enacted by the Senate and House of Repr esen tati ves of t he Lub of, for for public United States of America in Congress assembled, That the Secretary airp orts auth oriz ed • of the Interior is authorized, in his discretion and under such regula- tions as he may prescribe, to lease for use as a public airport any contiguous public lands, unreserved and unappropriated, not to exceed six hundred and forty acres in area, subject to valid rights in such lands under the public land laws . Term of lease .
SEC . 2 . Any lease under this Act shall be for a period not to exceed twenty years, subject to renewal for like periods upon agreement of con ditio ns .
