Be it enacted by the Senate and House of Representatives of the D . T, Hargrave s and United States of America in Congress assembled, That in order to Jo hn W. Dulaney may bridge, at Helena, Ark . facilitate interstate commerce, improve the postal service, and provide for military and other purposes, D . T. Hargraves and John W . Dulaney, their heirs, legal representatives, and assigns, be, and they are hereby, authorized to construct, maintain, and operate a brid ge a nd ap proac hes there to ac ross the Missi ssipp i Ri ver, at a point suitable to the interests of navigation, at or near Helena, Construction .

Dulaney, their heirs, legal representatives, and assigns, approaches, etc . all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, operation, and maintenance of such bridge and its approaches as are possessed by railroad corp orati ons f or ra ilro ad pu rpose s or by b ridge cor porat ions for bridge purposes in the State in which such real estate or other property is situated, upon making just compensation therefor, to be ascertained and paid according to the laws of such State, and the Condemnatio n pro- ceedings.

SEC . 5.
