ART. 1. The President shall be obliged to convene the Sanitary, Meetings. Maritime, and Quarantine Board in regular session on the first Tuesday of each month. He shall likewise be obliged to convene it whenever three members 80 request. The delegate~ of the NatIOn interested shall always be summoned to attend, and shMl be entitled to vote. The President shall vote only in case of a tie. The decisions shall be communicated at once by letter to all the members of the Board. This Board shall be renewed every three months. ART. 5. The President, or, in his absence, the Inspector General of PresldlDiomoer. the Sanitary, Maritime, and Quarantine Service, shall direct the deliberations of the Board, but snall vote only in case of a tie.
